I remember the bottom image being a concept in popular science like 15 years ago. It was a terrible design however because of how low the bow of the vessel goes would keep it limited as to where it could make port. From what I remember in the article anyways. The reason being it had a lower observation platform that was just as deep underwater as the vessel was tall above it.
