I first thought they were some kind of soft coral, but now I have been told they are Tube Sponges. They have started to grow on the reef behind Caligangan Point on Panaoan Island in the Southern Leyte Province of the Philippines.

They are tube sponges, be sure to look inside for cleaner shrimp and small fish :)
