Back in the 70’s there was talk of a giant floating rig that would use the tempature difference between deep water and the surface to drive turbines. That would cause an upwelling that would bring in marine life :) There would need to be a big float, just fill it with rooms, dive shop, moon pool, there would already be a helipad on top. It would make a great liveaboard in blue water.
I figured after a few years there would be plenty of marine growth like a wreck or oil platform to make it interesting :)
